Samsung UA32EH4003W Restart Show logo then Restrart

This issue has been seen mostly in this model of Samsung UA32EH4003W LED TV. After the set is turned on, it stops on the first screen.

I have discussed this issue many times, it starts only after stopping on logo and keeps doing it again and again. Usually this problem is in its memory ic 24C256. Download this software from here and copy it to memory ic.
